Scope of Responsibility:

The Chief Operating Officer is responsible for driving operational excellence, strategic planning, and overall organizational effectiveness. This position will oversee the Bank's divisional areas of deposit operations, bookkeeping, cash management, consumer lending, retail Banking, customer care center, project management, and product development. Develop and recommend strategies, policies, procedures, and objectives in operations and data processing. Work with senior management to develop plans and policies that assist in setting the Bank's strategic direction.

Duties & Responsibilities:

Provide strategic direction and oversee the management of all operational functions within the bank, including but not limited to the bank’s deposit operations, bookkeeping, cash management, consumer lending, retail Banking, customer care center, project management, and product development.
Assist with the development of corporate, strategic, and tactical plans. Communicate the goals and objectives to employees and oversee implementation.
Support the bank’s quality philosophy and principles, core values, and guiding principles while fulfilling all accountabilities.
Plan, participate, and make recommendations for long-range planning for the entire bank, including preparation of the annual budget for deposit and loan production, other fee income, personnel, operating expenses, and capital expenditures.
Work with Executive Management on establishing the annual budget, including personnel, operating expenses, and capital expenditures, and performance.
Supervise and participate in setting all prices/fees for Bank operations services. Serve on the management Asset/Liability Management Committee.
Contributes to the Bank's overall profitability; implements cost controls, income generation, and branch marketing efforts; monitors expenses to ensure compliance with budget.
Sets the standard of superior customer service through example and appropriate follow through with involved customers and employees; conducts specific periodic meetings and presentations on this topic with all management and staff members.
Consistently applies superior decision-making techniques pertaining to inquiries, approvals, and request as they apply to existing policies and procedures, keeping within company assigned approval limits and using these instances as learning tools for employee development.
Collaborate with the President/CEO to facilitate expansion activities in physical locations, new markets and delivery channels.
Work closely with the Chief Technology Officer to establish and co-lead the execution of the strategic technology direction. Maintaining an awareness of new technologies to enhance products and services to supply users with competitive technology support.
Ensure systems-related problems and challenges are addressed, root causes identified, and appropriate corrective measures are implemented and monitored.
Collaborate with technology service providers to leverage technology and digital solutions to enhance customer experiences, streamline processes, and improve operational efficiency.
Collaborate with the President/CEO and other senior executives to communicate operational updates, achievements, and challenges to the Executive Leadership Team and the Board of Directors.
Ensure operational processes are well articulated, fully documented, easily accessible, and consistently implemented. Foster a culture where processes are consistently maintained, reviewed, revised, and communicated to support operational effectiveness.
Ensure strict adherence to all applicable banking regulations, laws, and internal policies and procedures.
Collaborate with Senior management, directors, and department heads to develop and implement best practices, performance metrics, and goals for each functional area.
Supervise and participate in new product and service development. Bridge the gap between customer product and service needs and operational back-room implementation.
Stay abreast of and participate in decisions regarding auditing developments that impact Bank operations.
Provide mentorship and guidance to department heads and other employees, promoting the HSB Blueprint culture.
Responsible for overall customer experience, setting the example of superior customer service through example and appropriate follow-through, managing the Bank's customer complaint policy, resolving customer concerns or problems as necessary, and reporting summary to the Compliance Council.
Review all reports of internal compliance reviews, audits, and examinations of areas of supervision and ensure appropriate management responses and follow up and corrective action.
Serves as a voting member of the Officers Loan Committee.
Attend training programs, compliance seminars, and conferences periodically to maintain knowledge of compliance and regulatory-related issues and best practices. Keep abreast of trends and activities in compliance through active participation in professional groups and educational opportunities.
Represent the bank and develop working relationships within the community, industry professional organizations, government entities, and service providers to promote our mission.
Performs all other duties as assigned.

Knowledge, Skills & Experience:

Bachelor’s degree in business, finance, information systems, or a related field or an equivalent combination education and eight years of related work experience.
Minimum of eight years’ experience in progressive banking operations or equivalent, including awareness of industry trends, competitive pressures, changing business and operational needs, and external influences.
Sound understanding of businesses supported and strong managerial, planning, technical, and communication skills; strong people and team management skills, particularly with project and cross-functional teams.
Ability to establish strategic technical direction, translate concepts into actionable implementation plans, and identify technologies that improve productivity.
Knowledge of core banking systems.
Outstanding communication and interpersonal skills, with the ability to interact effectively on all levels.
