Healthcare Data Quality & Clinical Analytics SME
About the Position
PGT Solutions seeks an experienced Healthcare Data Quality & Clinical Analytics Subject Matter Expert to support the VA’s Veterans Health Administration (VHA) Digital Health Office (DHO) Data Quality Program. In this role, you will apply your clinical expertise and data analytics skills to improve the quality of healthcare data within VHA. This position offers the opportunity to make a significant impact on the delivery of healthcare services to our nation's veterans through enhanced data management and quality control.
This is a proposal stage Key Personnel search. A pre-award employment offer may be extended contingent upon receiving the contract award.
Primary Responsibilities
- Lead clinical data quality analytics initiatives, including monitoring and improvement of clinical documentation integrity (CDI), LOINC standards, and EHR data quality
- Develop, implement, and monitor clinical data quality metrics and key performance indicators for internal and external stakeholders
- Conduct formal analytics using methodologies such as Healthcare Failure Mode and Effect Analysis (HFMEA) and Root Cause Analysis (RCA)
- Perform clinical record reviews to validate data quality, support electronic quality measures (eQM), and ensure data integrity
- Analyze clinical data trends and patterns to identify improvement opportunities and support decision-making
- Participate actively in data governance councils, stewardship activities, and accreditation support processes
- Review and provide expert input into business requirements, executive decision memos, and project charters to ensure alignment with data quality standards
- Develop, modify, and validate business rules and requirements supporting Data Quality, Clinical Data Quality, and Healthcare Identity Management
- Support User Acceptance Testing (UAT) for clinical systems and applications
- Collaborate with internal and external stakeholders, including program offices, to address data quality issues and implement solutions
- Create and maintain dashboards for monitoring clinical data quality
- Provide recommendations and guidance to improve the quality of organizational data
Required Qualifications
- Bachelor's degree required in a formal clinical (nursing, medicine, etc.) or health informatics related field
- Formal clinical education with a minimum of 10 years' experience in clinical informatics, clinical data quality analytics, and healthcare accreditation support
- Demonstrated experience with Electronic Health Record (EHR) systems (VA EHR and/or Oracle Health (formerly Cerner) experience preferred)
- Proficiency in clinical data standards, terminology, and electronic quality measures
- Experience with data quality tools, metrics development, and performance monitoring
- Knowledge of healthcare accreditation requirements and processes
- Strong analytical and problem-solving skills with attention to detail
- Excellent communication skills and ability to translate complex data concepts to diverse stakeholders
- Experience with data governance principles and practices
- Experience with Oracle Health Data Intelligence, Clinical Documentation Integrity processes, and LOINC standards is highly desired
- Proven expertise in Healthcare Failure Mode and Effect Analysis (HFMEA) and Root Cause Analysis (RCA)
- Demonstrated proficiency reviewing business requirement documents (BRDs), EDMs, and NSRs for compliance with clinical data quality standards
Preferred Qualifications
- Master's degree or higher in clinical, health informatics, or related field
- Experience working with VA or other federal healthcare data systems
- Certifications in healthcare informatics, data governance, or related areas
- Experience with Power BI, SQL, or other data analytics tools
- Knowledge of VA Master Person Index (VA MPI) and identity management concepts
- Familiarity with HIPAA regulations and protected health information (PHI) handling
Work Environment
- Full-time position with contractor facility-based work location
- May require occasional travel to VA facilities for meetings or presentations (up to 5 trips per year)
- Must be a US citizen or Permanent Resident and to pass a mandatory background investigation
- Requires Public Trust security clearance and compliance with VA security and privacy requirements
- This is a contractor position with a period of performance of 11 months plus four 12-month option periods
- The position is subject to security requirements including a background investigation commensurate with the level of access required
