Position Overview
We are seeking a Chief Technology Officer (CTO) to lead technology strategy, innovation, and execution for a large-scale healthcare organization. The CTO will oversee multiple technology divisions, including enterprise IT, cloud and infrastructure, cybersecurity, data analytics, AI/ML, and digital health platforms.
The ideal candidate will be a visionary leader with deep expertise in healthcare technology, regulatory compliance (HIPAA, HITRUST, CMS, ONC), and large-scale digital transformation initiatives. This role requires extensive experience in enterprise IT modernization, AI-driven healthcare solutions, interoperability (FHIR, HL7), and cloud-based infrastructure.
Key Responsibilities
Enterprise Technology Leadership
- Define and execute the long-term technology strategy, ensuring alignment with business goals, regulatory compliance, and healthcare innovation.
- Oversee multiple technology divisions, including Infrastructure & Cloud Services, Data & AI, Cybersecurity, Enterprise Architecture, and Software Engineering.
- Lead the modernization of legacy systems, transitioning to cloud-based, scalable, and secure architectures (AWS, Azure, Google Cloud).
- Drive EHR/EMR interoperability, implementing FHIR, HL7, and API-based integrations to enhance provider-payer data exchange.
- Ensure high system availability, disaster recovery, and business continuity planning for all critical healthcare IT systems.
Digital Transformation & Innovation
- Spearhead AI-driven healthcare solutions, including predictive analytics, clinical decision support systems (CDSS), and digital health applications.
- Lead the development of member engagement platforms, telehealth solutions, and remote patient monitoring (RPM) technologies.
- Oversee the implementation of blockchain, automation, and advanced cybersecurity protocols to protect sensitive patient data and claims processing.
- Develop and execute a cloud-first strategy that enhances operational efficiency and scalability while reducing infrastructure costs.
Data, Analytics, & AI Strategy
- Implement enterprise data governance frameworks, ensuring compliance with CMS, ONC, HIPAA, and HITRUST security standards.
- Drive real-time analytics, AI/ML, and predictive modeling to improve claims processing, fraud detection, and population health management.
- Oversee the design and implementation of a next-generation healthcare data platform, enabling value-based care analytics and personalized medicine.
Cybersecurity & Compliance
- Ensure end-to-end cybersecurity governance, implementing zero-trust security models, multi-cloud security frameworks, and advanced threat intelligence solutions.
- Partner with legal, risk, and compliance teams to navigate evolving CMS, ONC, and state/federal regulations for healthcare IT.
- Lead incident response, SOC2 audits, and compliance certifications (HIPAA, HITRUST, NIST, FedRAMP, ISO 27001).
Executive Leadership & Stakeholder Engagement
- Serve as a key executive technology advisor to the CEO, Board of Directors, and other C-suite executives.
- Work closely with business units, clinical leadership, and government agencies to align technology investments with enterprise strategy.
- Represent the company in industry forums, regulatory panels, and healthcare technology consortiums to drive industry-wide transformation.
- Oversee IT budgets, vendor partnerships, and contract negotiations, ensuring cost-efficient and scalable technology investments.
Key Qualifications
✅ 20+ years of experience in healthcare technology leadership, enterprise IT, and digital transformation.
✅ Proven track record as a CTO, SVP of Technology, or VP of IT in a large-scale healthcare payer, provider, or insurance organization.
✅ Deep expertise in FHIR, HL7, EHR/EMR integrations, claims processing systems, and value-based care technology solutions.
✅ Strong background in cloud computing (AWS, Azure, GCP), microservices architecture, DevSecOps, and enterprise AI.
✅ Experience managing large technology teams (500+ employees), IT governance, and cross-functional collaboration across clinical, compliance, and data teams.
✅ Knowledge of CMS, ONC, HIPAA, HITRUST, and federal/state healthcare IT regulations.
✅ Demonstrated leadership in large-scale IT modernization, cloud migration, and AI-driven analytics platforms.
✅ Expertise in cybersecurity risk management, enterprise data governance, and digital health innovation.
✅ Master’s/PhD in Computer Science, Business, Healthcare Informatics, or a related field; MBA or PhD preferred from highly reputed schools.
