Job Summary
This position is located in the Department of Small and Local Business Development (DSLBD), Division of Certification, Compliance, and Enforcement. The Department of Small and Local Business Development (“DSLBD” or “Department”) supports the development, economic. growth, and retention of District-based businesses, and promotes economic development. throughout the district’s commercial districts. The incumbent’s primary responsibilities include monitoring up to 4 different Certified Business Enterprise (CBE) Programs which include entities such as District Agencies, Government Corporations, and CBE Agreements with private organizations as directed within DSLBD’s CBE compliance program.
Duties And Responsibilities
Organizes, maintains, and coordinates CBE participation with District agencies, government corporations, and private sector partners to ensure CBE utilization. Receives and reviews compliance reports and provides consultation with addressing deficiencies. Collects, verifies, maintains, and analyses data, including daily entry of data in the Agency’s online tracking system; produces routine reports regarding agency/contractor compliance and alerts appropriate management level supervisor regarding potentially deficient/non-compliant issues. Maintains a comprehensive, current, and accurate accounting of all incoming and outgoing data pertaining to program compliance on the compliance tracking system. Coordinates assignments with the Manager for Compliance and Enforcement to meet the overall departmental objectives and policies. Provides updates pertaining to work in progress or upon completion to ensure accuracy, adequacy, and adherence to DSLBD operating procedures. Prioritizes and expeditiously processes cases to meet deadlines, resolve problems related to assigned task, studies continuing problems related to assigned task and the quality/quantity of work/operating effectiveness, and develop corrective action. Conducts site visits to development sites to ensure prime and CBE subcontractors are performing duties as assigned as outlined in the subcontracting plan submitted to the District of Columbia. Investigates compliance based on sworn citizen affidavits, FBI, OIG, DC Auditor, or other government investigatory body inquiries. Provides detailed analysis to recommend enforcement actions including revocation or denial of a Identifies problem areas that may constrain an agency’s ability to comply with applicable SBE utilization requirements and recommend solutions. Company’s CBE status, fines or goal setting by DSLBD for another DC Government agency.
Qualifications And Education
Specialized Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
